Republicans were upset that Senator Boxer was determined to push her bill capping "greenhouse" emissions before the analysis was complete. The bill was much more radical then the house passed bill and is likely to supplanted by another bill. Why vote it out if only the more radical fringe supports it? How does a system that is costly and does not meet its objective sound? Most regard the European Cap and trade system as a failure, but the tree huggersdisagree. It was written by lobbyists and had very little effect initially, but now it is reducing the carbon emission level in many countries.
